What is the best way to make a slider?

There are 2 options (the most adequate) of the overlapping menu, but neither suits the desires.
First option: works as it should, but only as long as the background is set to fixed

Second option: Block scrolling works, but tabs expand and move unevenly

I would like it to be like in the first option, but for the block to scroll across the page as in the second. I don't know how to implement it anymore.
