What is the best way to layout adaptive: fixed or stretchable?

What is the best way to layout adaptive: fixed or stretchable?
(when the content is stretched to the full width of the page or when the container narrows down in steps, for example, at 1199px the container will be 960px, at 960 it will be 730, etc.)

And so and so. What prevents you from doing breakpoints (media queries) for certain elements, "rubbery" for others?
ps The same goes for grids/flexes. Use together in certain situations. A typical example:
Grids in IE work very poorly, but on mobile devices they seem to be all right, what prevents us from using flex on the desktop, and on mobile, where there is no IE - grids? - nothing :) (of course this is for certain purposes, purely an example, a flight of fancy)
