What is the best way to implement the newsletter?

Tell me how best to do E-mail newsletters for subscribers, as other sites do, because. never touched this topic in real life. I have a couple of options that I understand can be done, tell me (with the installation that the site will be hosted not on VDS, but on web hosting, for example active.by)
1) Collecting subscribers to the database -> export -> use which some service.
But there are suspicions that some services are not conscientious and after that they can send spam or something else.
2) Sending mailings from the site itself, mail();

First of all, you should study the rules of your hosting. It is quite possible that after the first mailing, the hoster will simply block you. Plus, because you are not alone on the hosting, there may be problems with the correct formation of letters (figure signatures, headers, etc.), as well as with their delivery - the IP address of the server where your site is located at the host may already be in the blacklists and in advance be defined by mail services as spam.
The way out (apart from going to your VDS and setting up your mail system) can really be in buying the services of third-party mailing list projects - they can be found in a search engine. In addition, with your amount of mail, it is possible to fit into the most minimal tariff, if not free at all.
