What is the best way to implement a script for tracking new releases on bitpotr?

There is a need to implement a script that will track new releases according to the criteria on the beatport website, then search for them in Vkontakte audio recordings, add them to the group audio recordings and post them on the group wall.
Implement all this with a web interface through which you can configure in the future. As a web interface, you can take ready-made tools, such as bootstrap or similar.
Published a project on freelansim.ru to implement this task. Different programmers offer to solve the problem in different ways. Someone suggests doing it on Asp.net. Someone suggests doing it in Java (JSP/JSF/Spring/JQuery/Bootstrap). Who else is offering.
Question: what is the best way to accomplish the task? So that in the future, another programmer can serve this script, make changes, improve it. I'm afraid that the programmer will make a good solution for himself, and then someone else will refuse to work with this solution.
