What is the best way to implement a front-end website with a ready-made API?

Hello.
Let's say I have a hypothetical site without a muzzle, but with a ready-made API that returns json responses to any requests (standard implementation).
What would be more correct and more convenient to write a frontend? I have little experience in the web, so I see 2 options:
1. Write the frontend in the form of static html templates + loading content using JS. Here I liked Angular JS. Of the minuses, I see ugly links with '#' symbols and dubious support for static links (maybe, of course, everything is configured, until I delved deeply into it).
2. Handle all requests on the server side. The downside here, I see is that requests to the API will be called on the server side and as a result, this will increase the response time of the site.
What other options are possible? What technologies do the pros use in such cases?
