What is the best way to generate an informer for printing?

Hello!
There is a site on which the user must receive an informer (size A3, A4, A5, etc.). Next, the user must print it. There are areas in the text of the informer that must be filled in (replaced). The informer also has graphic elements. To download the source in vector and modify it - you need a program that the user must install and be able to use. In a printing house, these are additional financial costs, i.e. source editing is required.
In PHP this is done by generating a JPEG or PDF. How suitable is this option for printing in a printing house? Is it enough to generate such informers in high resolution CMYK?

Do you really need typographic quality? What is your target audience?
It's very hard for me to imagine that you are bothering with the high quality of the informer, while your users will print it on a printer for 3k rubles... So generate a regular PDF and don't worry about the high quality of the informer.
Or explain more specifically the target audience and why you need it, maybe someone else will have the answer.
