What is the best way to do REST-API for Oracle?

I choose between two solutions for creating APIs: Oracle REST Data Services and the node-oracledb library driver. Maybe someone worked with both technologies? What are your thoughts in terms of comparison in terms of flexibility, functionality, scalability and performance?

About Oracle REST Data Services , it’s well written here Web services in Oracle , but I haven’t used either one or the other and I can’t tell you.
