How to fix java.lang.NullPointerException error when creating database in Oracale 18c Express Edition?

Hello. I installed Oracale Database 18c Express Edition, created a LISTENER using the Network configuration assistance application. And then I create a database via database configuration assistant , at step 4 I get a java.lang.NullPointerException error. I found this question on the Internet https://community.oracle.com/tech/developers/discu... , but did not understand how to fix it. How can I solve this problem?

If the installation fails, see the following installation log
files:
general logs: located at %Program Files%\Oracle\Inventory\logs
database creation logs: located at \cfgtoollogs

Before starting the installation, try removing the ORACLE_HOME and TNS_ADMIN environment variables, if any.
