What is the best way to develop mobile applications for different platforms?

Hello,
now I'm studying the topic, I came across: FireMonkey, PhoneGap, Embarcadero RAD studio. But as I understand it, for multi-platform development, I will pay with brakes and application glitches.
What do you advise? Considering that the application is non-gaming (but for games I also want to know the opinion ..)

This topic has come up quite often here. Native applications are always better, if it is not possible to write for each platform, then this approach can be considered as an option.
