What is the best way to develop an application for an information kiosk?

Hello. There was a need to develop an application for an information kiosk, like this

I ask for help in choosing a framework / technology.
I tried in UWP, WPF, but given that the application has a lot of interactivity, the code turns into a collection of crutches.

What did not please WPF, what kind of crutches are we talking about?
You can try Avalonia UI - it works even without X, on a bare framebuffer.
You can also look at QML.
Or in a simple way, a web application and a browser in kiosk mode.

Sorry, maybe not the topic of the question, but what's the problem with using ready-made solutions?
Windows has such a mode, even Linux (but not the fact that it will work). Why not take advantage of them?
And yes, even if you crutch your own, it’s better on something web-based, ordinary programs are not needed.
