What is the best way to deploy MS SQL Server on Azure?

Asked the question - how to combine high performance and minimal costs? The task is to deploy MS SQL Server on Azure, but you can do this:
1. As an Azure service (resource), which will give all the advantages of a cloud solution, but you will have to pay for it separately.
2. As a standalone on a virtual machine (for which we are already paying). But in this case, the performance will be limited by the selected VM tariff. Can any of the respected colleagues advise which of the solutions to choose.

if you have your own DBA (that is, you are already paying for database maintenance) or you are a DBA yourself, you can choose item 2;
in other cases, item 1 is most often more profitable.
