What is the best way to deploy a VPN/shadowsocks client for a home network?

There is a home network:
1) keenetic 4g iii router
2) 1 laptop
3) 1 tablet
4) 2 andoroid phones
I found out from the operator that there is traffic through the shodowshocks client to the server, then a more stable speed.
What is the best way to organize such an idea: let through the router all the traffic already processed by the shodowshocks client to the server. So far, there are two thoughts in my head:
1. Buy a Raspberry Pi, install a shodowshocks client on it and send data from it to the server
2. Install a client (VPN or something like that ...) on a keenetic 4g router iii
I think that with the second option there will be a large load on the router and it will not cope.

Well, I would test the second, and in case of problems, choose the first; also, as an option, see other options for organizing tunnels - for example, L2TP IPsec. And it’s more correct, probably, to try to solve the problem first through the support of the operator.
