What is the best way to back up a Joomla site?

There is a site on Joomla, how best to back up, so that in case of transfer to another server there would be no problems with modules, components, folder permissions, etc.
For now, I'm thinking of making a full backup:

tar -zcvpf /backup/full-backup-`date '+%d-%B-%Y'`.tar.gz --directory /

What is the risk and what are the other options?

How many transferred sites on this engine, there were never any problems. Usually I do this:
1. Archive, any, even ZIP, TAR, etc.
2. Database dump

Akeeba Backup is the best extension for backing up sites on CMS Joomla. Even in the free version, you can set up automatic backups, and with the paid version, you can automatically send backups to cloud services (for example, DropBox).
