What is the best video streaming server to use?

There is a playlist with a list of files arranged in the right order. How can I stream video of this playlist in a loop (that is, the playlist spins endlessly).
I tried VLC, but it somehow slows down, it does everything in places, and the longer the broadcast, the more glitches. Or I didn't fully understand it.
Advise in what way it is possible to carry out streaming video, and so that later it would be possible to watch it all on a TV (via DLNA, probably).
