What is the best program to create such graphics?

All this in 2D
. What is the best way to use it? Photoshop? Or AI and then translate into a raster? Or something else. How to draw with a mouse or on a tablet?

The first two pictures were hardly drawn with a mouse, although, for sure, it is also possible if you try.
The second two are a vector, where you can handle the mouse without any problems, I think.
I don't know about performance and platforms, I would just not bother and draw in Photoshop.
