What is the best environment for 2D game development?

I was faced with the choice of a 2D game development environment.
On the one hand, Unity will be easier, but as I understand it, you won’t get far without buying additional Assets.
UE 4 is more difficult to master, but there are a lot of goodies out of the box, and the robot with sprites, as it seemed to me, is much more functional and convenient in UE.
Who developed 2D games on both engines, what can you say, which one will be better for creating and further developing the game?
P.S. The programming language does not play a role, third-party people will write the code.

I recommend Unity3D: a large community, many specialists and end target platforms.
And buying assets is not a problem at all if you hire people anyway.
There (in the store) not everything is paid, and if it is paid, then 5-6 hours of studying the store's assortment and you can find good useful things from $ 5-50 (labor costs will definitely pay off) .
Also, you must not forget that if you liked the work, but do not have exactly what you need - go to the developer's website and ask through contacts to make it just for you. I did this more than once and no one refused to finalize my paid crafts for free.

For developing 2D games, I usually use Unity (for educational purposes, I make games).
What about assets - you don't have to buy them, you can make it yourself, you can find a free analogue (if you understand what I'm talking about :3)
