What is the best engine for fur animation?

I have an idea to make a game about a cat, I'm looking for an engine with better fur animation. Also, it was possible to create an open world.

"I'm looking for an engine with the best wool animation" There is no such engine. There are only ready-made assets for these engines (UE4, Unity)

Unreal Engine 4 + NVIDIA HairWorks , if you want the "best" hair, but I don't know how it is with fallback on Radeons.
