What is the best development environment for windows (preferably free) for IOS applications?

Hello,
I want to develop ios applications. But I have Windows. What are my options? I googled, they write that some buggy development environments are from under windows ...
What do you advise? How to start writing IOS applications from under windows without potential glitches and rakes?

A year ago I started programming for iOS. Regarding the workplace, I understood the following - forget about options other than OSX on native hardware. All this advice about hackintoshes will lead to the fact that a significant part of the time you will suffer with the system, and not learn to code. Instead of a stable system with painless updates (hello win10), get something and join the ranks of the haters.
In order not to torment the toad, take something like mac mini 2012.
If they prove to you that hackintosh is bad only for crooked hands, ask them to describe the process of rolling a major update or selecting kexts for your hardware.

The best one is either a virtual machine or VPS via VNC. The second is not free, but it only loads the network, not the processor and RAM, however, the Internet must be connected well, otherwise it "slows down" on the schedule, but it's not expensive.
Or Hackintosh, if you put it as a second OS.
