What is the best debian hypervisor in terms of performance for windows guests?

Hello dear!
unfortunately virtualization on hetzner
I have original hardware
Processor iCore 7
RAM 16Gb
HDD raid1 2TB
Lan 1Gigabit
OS debian 8.2 minimal
It is possible to install a KVM or Xen hypervisor. You will also need to use a Windows 7 guest OS, what would you recommend to choose KVM or Xen and why?

KVM - because it is "officially" included in the kernel

My choice is XEN. And in the core it is with 3.X EMNIP

Xen is more dead than alive, and kvm is in vanilla core, so just kvm.

KVM, aka QEMU ... aka, in principle, VirtualBox (which write in the technical documentation that they have taken the QEMU virtualization code).

windows7 works very stable after installing virtio drivers. Everything is very decent and normal.

There is also a Proxmox variant, which is KVM on Debian, with a web muzzle, built-in backups (though manual ones).
Clarification - there is a sawn core there .. depending on how important it is to you. Bonus - containers.
