What is the best application to make a simple educational game for kids (2d)?

Hello, I wanted to make a simple game for my nephew. Like in books.
Who is where? For example: Where is the cat? And on the screen a dog and a cat.
If he chooses a cat, the answer is correct and the sound of the cat *Meow*.
If the dogs are wrong, but the sound is also *Woof* :D

Standard Android Studio or Eclipse is fine. Well, or Intellij IDEA with android-sdk installed.

You can try GameMaker or Unity . In Unity this will be easy. Add a couple of buttons (cat and dog), learn a little C# programming (if you don't know how). I didn't try GameMaker myself, but one friend who didn't know how to program from Internet lessons did something.
