Why should Google ban sites?
Google bans its adsense - that is, it stops paying for impressions and clicks on the accounts of these sites.
And the fact that ads are shown to someone there, so Google makes money on this, perhaps even tells the advertiser how many times his ad was shown. But it no longer shares income with the owner of such a site.
