There was a task to create a private repository where participants could commit and clone the project. Github offers, but it is paid. Is there a free alternative?

You can create your own repository. You can go the hardcore route , or use the handy gitlab from the last comment.
You can also use Bitbucket . It allows you to make closed repositories, including for development teams. It also has a pretty good bug/issue tracker.
