What is the advantage of VPN over SSH?

The task of the WRC is to develop a secure corporate network based on VPN technology.
The enterprise of my choice already has an SSH tunnel, and I need to make at least some arguments in favor of a VPN.

SOCKS (read SSH) works at the application level, VPN - at the network level. There is software that is not proxied through SOCKS, it is not clear how critical services (voice) will work through it, broadcasting, multicasting will not fly through it, you will not be able to build dynamic routing. It's just things for different purposes.
