What is suitable for an ionic or phonegap task?

I don't know AngularJS (I guess it's important). I have a web application. I want to make a mobile application (rails+bootstrap) that, when launched, takes data from my site and shows it. Also, the user should be able to save some setting (one). Of the elements I need: labels, lists (tables) and graphs.
Can you tell me which tool is suitable for this task? Previously, I did not write anything for mobile phones and only half an hour ago I learned about ionic, phonegap and something else.

PS Oh yes, I would like to be able to use bootstrap, send requests (I think you can add jquery.ajax there?) and that's it.
