On the old server, when placing an order in the "Delivery Address" section, when entering the name of the city, options are pulled up. street also.
On the new server, nothing like that. At the same time, Russia is indexed in "Locations" (I don't know if I'm digging there).
How can I determine which plugin or something else is responsible for substituting addresses when they are entered?

Try reindexing the locations, removing the current values. Sometimes it helps.
