during import, it turns out that a new user is created, and I need to update information in some fields, which field should I add to match users?

In your case, no way. List of users -> Import users for CSV file does not update users, but only creates and this connection is carried out by login.
I would enter information into AD or set a task on the portal to fill in the fields.
Of course, you can pull it all up in 1C and make a connection: 1C -> Bitrix <- AD and then it will be chocolate in general
