What is NSURLSessionConfiguration and how to connect this api?

I recently asked a question on Habr: how to increase the application to 1 hour (not 15 minutes as originally). I was told that there is an api NSURLSessionConfiguration. What is it and how to do it? I am not a Swift programmer!
