Actually the question itself to the local sages.
It is necessary to place on an external PC a server capable of receiving video from OBS (broadcasting program) and transmitting it to a personal site.
How to arrange such a scheme, maybe there are some guides.
Interested in issuing the stream to the HTML5 player
Interested in creating your own site.
There is money for development, but I want to start without investments in order to find out what I fit into.
