What is needed to create a neural network that generates images based on training?

In terms of experiment and interest, there is a task:
1) Feed a bunch of photos of interest to the neural network
2) Feed images of two artists
3) Subsequently, choose the right artist and have the neural network generate an image based on the first 2 points

Who creates such networks, can you describe an approximate algorithm of actions, what to use, where to look? I would even like to hear just information about what type of neural network to use, in what order to train. What to read on this topic? What libraries to use?

Perhaps the task will turn out to be so complicated that it makes no sense to even look for a person for this business, or perhaps a simple one that I can solve by trial and error.

You need to search on github for "GAN style transfer" and read the Readme for details on how to use it.
