What is needed for rsync for 10,000 servers?

There is a source server for the file(s) and there are about 1,000 servers, how and with what command can you make something like a torrent, so that the source copies in parallel to all servers, and the rest would help as the file grows.
well, or how to make it so that from two or three sources the file is synchronously uploaded to one Target server.

Actually, this is solved by a torrent, you don’t need to invent anything. If you need a console client - aria2, for example.

oh yeah, git and puppet in serverless mode for example. Maybe torrents. It is also possible in puppet server mode and just put a few servers to cope with this task.
