What is more important: SSD or OP?

Unfortunately, it so happened that I have to work with a very ancient computer. I noticed that:
1. All the time from 2GB of RAM I have about 95% occupied
2. Almost all the time the hard drive is loaded at 100% 3.
The
processor very rarely loads more than 20%
4. Everything is hellishly stupid and takes a very long time to load
In addition to all this, I am also a schoolboy, so I don’t scatter money around. And then the day came when I had the amount to upgrade the computer. But only enough for one thing: either an SSD or RAM.
On the one hand, 2GB of memory is so small that swap will be used almost always, which is not very good for an SSD, and on the other hand, buying an SSD can save me quite a lot of time.
What do you advise?

I have to work with a very ancient computer.
Installing an SSD makes sense only on SATA3, tested in practice.
In addition, a small memory size will significantly reduce the life of the SSD.
Hello again! Installed 2 GB of additional memory. And here's what I got in the end:
1. 100% hard drive load has become very rare (the problem was in SWAP) (these were not protein calculations and bitcoin mining)
2. The computer did not fly, but now you don’t have to wait between switching windows, which good for me
3. Some programs start faster, but Windows also (not surprisingly)
The next and last upgrade for this computer will be an SSD. Your answers helped me not to make rash purchases and upgrade my computer as profitably as possible, thank you for your help!

There is another option, buy + 2GB of memory and another hard drive. Make from two disks raid1. And if you have much more read operations than writes, you will get a good increase in speed.
In general, from the point of view of logic, before making any decision, it is necessary to analyze what led to the dilemma ... What exactly is 95% of the RAM occupied with? What exactly does the HDD do that its loading is 100% almost all the time? What program writes data and why? Having answered the previous questions, the last one will remain - which of these is REALLY necessary? (And then suddenly some kind of virus calculates protein chains or mines bitcoins). And only after that, it is already possible to understand what the problem is and choose a solution, otherwise you can easily solve a problem that did not exist and the brakes will remain, but there will be no more money.
