What is Mediacore and what is it eaten with?

Good afternoon, tell me what Mediacore.com is,
as I understand it, is it a system through which you can create a video portal only not on your own hosting, but through a server from mediacore or is it a separate cms system that you can install and store your videos on your server yourself?
