KOI8-R is an 8-bit extended ASCII encoding that has been used since Soviet times, it was GOST 19768-74.
The main feature is that when the high bit is discarded, the Latin character remains, with the corresponding sound in the inverted case, i.e.

b - B
c - C
d - D
, etc. This made it possible to read it when outputting 8-bit text to seven-bit non-Russian terminals. the most significant bit in them was either not used, or was used under the sign of inversion or flickering of the symbol.
It also became widespread in e-mail even before the advent of the MIME standard, to which Comrade, well-known in the days of the early Internet, had a hand. Chernov from Relcom, it was even standardized as RFC 1489. Now it is used less and less.
