The question is ambiguous.
In the course of promotion, work can be completely different - these are analytics, and work on technical optimization, and work with the semantic core, and many other things.
To simplify, then:
The full list of works is quite large, I see no reason to turn my answer into an abstract, especially since different works may be required.
If you estimate the costs, then for good, the main part of them is the labor costs of a specialist. Yes, there are still guys who consider the budget for promotion to be solely the cost of links, but I don’t recommend contacting such people.
You can agree with the performer on a certain fix + additional budget for texts and links (if necessary).
Usually, experts do not welcome the customer’s desire to paint everything point by point without payment, draw up a strategy, etc., since most customers after that either remain silent, or think for a long time, or simply go where it is cheaper.
If you want to take a serious approach to solving the issue - order a preliminary analysis, in which you will ask to describe the indicative work (after analyzing the site) and discuss the limits of additional costs. Try to communicate with the performer, make sure of his competence.
These can be reports on the work done for a specific period (so that in case of questions you can apply for an independent assessment of third-party specialists), or think for yourself how it is more convenient for you to track the effectiveness and, depending on this, discuss the reporting form.
ps In the first months (especially if the store is young), one should not expect an explosive growth in sales. SEO is a long-term investment, and not as many people imagine "I want to be in the top in 2 weeks, pay 500, and make a profit of 10,000 dollars."

The task of an SEO optimizer is to bring the site to the first pages of search results. At the first stages - do not invest a penny in advertising. It is important to prepare quality content for "suction" by search robots.

To maintain positions: 10-20 new articles per month, the rest goes to advertising.

SEO tasks: increase conversion, increase targeted visitors, and not just a bunch of visitors, but who will not buy anything at the same time. Requests need to be filtered, only the target contingent should be attracted to the site and about, which did not exactly come for a purchase, but might buy it.

In SEO, everything changes very quickly and this is not an exaggeration, just 2-3 years ago you could easily create the most bespontoon site, post cheap content there, do runs on some trust bases and that’s it, you just have to wait for traffic, but now everything is much has changed and I foresee that in the next couple of years the changes will also not be very small.
2. No, of course not. See for yourself. Here you give a SEO specialist a salary of 30 thousand and at the same time say that there is his salary + expenses for links and content, well, it's ridiculous. Firstly, the costs always go separately, secondly, the SEO specialist will simply by nature wildly start saving and buying the cheapest links and content, and as a result, the site will be somewhere far beyond the Moscow Ring Road.
3. Reports, well, if you want to be like all office offices, then please, but in my opinion you need to demand a result, and not some miserable reports. Then the work will be for the result, because you need it, and not just for show. Some will disagree with me, but that's your right.
PS In general, a toaster is not a place for such questions, there are practically no SEOs here.
