It would be necessary to unscrew the radiator (it seems to be simply screwed on) and see what is hidden under it. There, it seems, is the most interesting part, a glance at which will give an understanding of the type and purpose of the device.
There is little interesting on the part of the board not covered by the radiator: the power connector, the power input filter, the LAN connector, (it looks like) the LAN controller, the debug connector - all this says almost nothing.
