What is HTML markup?

I don't understand HTML. Can someone tell me what it is?
UPD: It looks like a mail filter. Something more.

This is not markup, this is the log of some validator or parser.

This is part of the result of the e-mail audit performed by the "SpamAssassin" spam filter System with scores for each position (line). That's just the numbers at the beginning of each line are rounded to tenths and, most likely, were originally with a minus sign.
The larger the total number with a minus sign, the lower the email rating.
