What is faster: Vue-cli or Vue connected to a regular html page via CDN? And if with Element UI?

The essence of the question is that there is a desire to use Vue, but there is no desire to bother with the deployment of all this economy in production :D

How critical for the speed of the interface, will it be Vue-CLI or Vue just connected to the HTML page?

Same question regarding combination with Element UI.

We are talking about simple interface forms for the API, relatively speaking - "admin panel" :)

It will be easier and faster to develop your admin panel through vue-cli than manually editing html and connecting packages via cdn.
