What is better to edit pdf files and edit comments in pdf files?
Those I have a pdf file, a screenshot of which is given below:
As I understand it, there are edits-comments on the right side of the page.
I need to edit both the text itself and the edit-comments on the right in this file.
How to do it? In what package (preferably free)? Do I need to convert to word for this, and then back to pdf, if so, in which package (preferably free)? Can this be done using Adobe acrobat reader dc (free version)? I saw a button in adobe - Add a comment, will it come in handy?

In order to leave comments, you need to log in
PDF content editing - only through paid programs. You can use the native Adobe Acrobat, but it is inconvenient. IMHO the best option is PDF-XChange Editor . Buy or download on third-party resources - you decide.
Editing, adding comments to PDF - many free programs can do this, for example Foxit Reader , PDF-XChange Viewer , the latter is again more convenient to use.
By the way, PDF editors can of course edit comments as well.
And what prevented you from trying Adobe Reader before asking a question?
It is free, and, most likely, it is in it that such functionality will be.
You don’t even have to waste time trying to convert PDF to some Office - in the general case, this is simply impossible.
