What is better in this situation: VPS or do-it-yourself?

Please recommend what to do in situations:
1) Make a local server (tell me the hardware) on which graphics programs are installed (I emphasize graphics, that is, in addition to processing by the processor and RAM, you also need good video cards). At the start, make at least 3-5 users who could connect to it from their computers and work with these programs remotely at the same time (that is, the server must provide resources for each user).
2) Buy somewhere remote hosting with the same requirements as described above).

And so and so will not work, in general, fumbling with some powerful applications that work with graphics is not realistic at the moment.

Windows Server + RemoteFX, KVM+GPUForwarding, etc. By the way, KVM + Spice + GPU at 10 Mbps and you will get the opportunity to work very well with graphics on a remote VM. Only under each VM you need a separate video card.
But for your case, it seems to me that Windows Server + RemoteFX is the most.

As an option: Citrix XenDesktop + Nvidia Grid. 3-5 users per server is realistic, but the servers themselves are not very cheap ( www.nvidia.com/object/xen-desktop.html).
