Hypervisors, CPU also virtualize?

One of the articles on the Internet read that hypervisors virtualize everything, but except for the CPU, is this true?

How to virtualize. It can be a priority, it can be a frequency, you can even select individual cores.
As a rule, they are limited to the number of cores and priority. And on conditional 8 cores sits a couple of dozen virtual machines with 2 vCPU

Well, it depends on what you mean by the word "virtualization". Different devices are virtualized differently.
