What is an easy-to-learn technology for creating mobile and WEB applications with maps?

I want to create a geoinformation application. The application is a map with dots on it. Clicking on a point opens a window with information about that point. The database with points should be centralized - lie somewhere on the server. The application is supposed to be paid, so GPL-licensed tools are not suitable. I want the application to be able to run on the site and on a mobile device.
I know C++ well, I write desktop applications.
Please tell me the technology that will allow me to create such an application with minimal effort to study the technology and actually create the application.

React Native. This is JS. The fastest, easiest and cheapest way.

Both the popular mapping engines OpenLayers and Leaflet are under a 2-point BSD license, so it's not clear to me where you found the GPL.
