On the PC itself, are the files still in their normal form?
Was the flash drive in someone else's PC?

It appears that Windows is not correctly detecting the encoding in which the volume label and filenames are stored. How to treat in the case of Windows - xs. Unless you just reboot and / or insert the USB flash drive again.

I met similar only in the ever-memorable times 98-2K of Windows and Linux. Due to the mismatch of encodings in these systems, the files on the floppy disks looked like this. Often it helped to simply rename them in English letters.
