This is the last account level in Google Analytics, which is a combination of all settings for displaying data in site reports. For one resource (site), you can create and configure several views at the same time. By default, a view is created without any filters.
At this level, you can configure, for example, data filters, conversion goals, and user access. So, with the help of filters, you can create a view where there will be only data on advertising campaigns, or only on the mobile version of the site, or only on Russia. And then, for example, to give access to the marketing manager only to advertising data.
Separate views also make it easy to test any settings in Google Analytics without the risk of collecting basic, clean data.
