Why doesn't universal analytics show goal data in reports?

Hello!
The site has a UA code. set targets for clicks on elements onclick=ga('send', 'event', 'phone', 'show', 'top') - as one of the examples.
If you look through real-time analytics, then everything is displayed as it should, goals work as configured, but zeros are displayed in reports for the same goals (since testing), more than a day has passed, so it is unlikely that there are any possible delays.
What could be the problem?
