For offline, fifteen years ago, I would advise him MS Access, where you can make a simple database, moreover, without knowledge of SQL, there are forms, reports, but you don’t need more, and if necessary, you can write queries and scripts in an adult way , though as in Orakle also will not be. A friend himself figured it out in a week and did what needed to be done in another week. Yes, there are problems with performance and design, but it works and solves the desired task.
Is there something similar lightweight for web applications, including the backend?
