What is a fast web development tool?
I have a friend with the idea of a web project. The idea is good IMHO, but he doesn’t have money for a developer, investors don’t crowd around, I don’t work for thanks, he himself is not a web developer, but an “advanced user” and delve into the intricacies of HTML5, CSS, JavaScript, jQuery , Hibernate, SQL, Tomcat and a bunch of other technologies, it will not.
For offline, fifteen years ago, I would advise him MS Access, where you can make a simple database, moreover, without knowledge of SQL, there are forms, reports, but you don’t need more, and if necessary, you can write queries and scripts in an adult way , though as in Orakle also will not be. A friend himself figured it out in a week and did what needed to be done in another week. Yes, there are problems with performance and design, but it works and solves the desired task.
Is there something similar lightweight for web applications, including the backend?
@pavel_salauyou : In order not to blur the idea, let's assume that he does something similar to a bug tracking system (just don't offer ready-made bugs and girs, an example is just to estimate the amount of functionality). Could you voice a few names from the "heap of engines"?
Yes, and preferably not a domestic manufacturer, because the acquaintance does not speak Russian.

I understand everything correctly:
- a person believes that he has generated a unique and brilliant idea;
- a person cannot realize it himself;
- a person does not have the opportunity to hire professionals for this;
- a person is not able to find investors.
If everything is so, then there is only one way out - to try to get rid of at least one of these four statements.
I read the question, read the answers, comments, came to the conclusion that the answer that was born when reading the title is the most correct one.
Hired professionals.
setup.ru is a great constructor!
In short, a friend of mine wants a house, but he is not going to pick up a hammer, and he has no money for builders. Where can he find a ready-made house for free? )))
it is completely unclear what he needs to do, but there are a lot of ready-made engines on the Internet
Something tells me that it was already possible to throw in a prototype of the project than to take part in this
festival of allegories)
Apple's FileMaker Pro can make web versions. At the same time, a version for desktop, web, iPad and iPhone is obtained. Designed for the category of "do it yourself" users. If necessary, it can be extended with a built-in scripting engine. Able to connect to MSSql and Oracle.
