The definition of 3D for video is not clear to me.

This is a 3D video. .
This is a 3D effect
. An illusion is created that objects are 3D due to shadows, volume and shapes of polygons. But the picture is 2D.

1. Please indicate the terminology who works with CGI. Do I understand the difference between them correctly and call them?
2. Everything that is not in special glasses is 2D with a 3D effect , right?
3. VR can be both 2D and 3D as well as 2D with a 3D effect, right? Or does VR only work with 2D and 2D + 3D effects?

To be honest, I didn't see any effect. Just a 360 video (stretched over a sphere).

2D with 3D effect

No effect. It's just a combination of 2D and 3D animation.

3. VR can be both 2D and 3D as well as 2D with a 3D effect, right? Or does VR only work with 2D and 2D + 3D effects?

Anything can be in VR - a fully 3D scene that you can move around, a spherical video, a flat video on a virtual screen, and all possible combinations.
It seems that you have a confusion in terminology - you are confusing the format of the video and the technology with which it is created.
