Digital painting is distinguished from non-digital painting by the keyboard shortcut Ctrl+Z. If you have a good tablet, of course. Well, the fact that you need to look not at the canvas, but at the screen. At first, this is very confusing.
But in general, it depends on what exactly you mean by digital art. Processing photos in Photoshop is also digital art in a sense. If you really want to draw, then you take any book on drawing (even though it was authored by Leonardo DaVinci, nothing has changed since then) and study. After two or three years of hard training, you will be able to draw more or less beautifully.
