2 monitors pull almost any cards (I have an old GT9600 for 50 rubles, for example)
If you have an Intel PC, you can simultaneously activate the built-in video card in the BIOS.
I thus pull 7 monitors at the same time (4 on the motherboard and 3 on the video card). You can add another video card, but the driver is installed according to the oldest one.
There are also passive hdmi splitters for 50-100 rubles on aliexpress (that is, you can multiply each digital output by 3, but the image will be the same) and dvi-hdmi adapters for 50 rubles.
