What if all the developers are busy, but the ambulance is constantly "wedged" because of which the deadlines for projects suffer?

A banal situation - there are several developers, each with a project and each with their own deadlines. In the process of their implementation, an ambulance arises for 15 minutes - 5 hours, which must be performed "here and now." Because of this, the timing of final products suffers, sometimes severely. How to be? Constantly notify customers? - You wind up. Increase development time taking into account risks? ... a strange undertaking if the risks are not related to the customer's project. They are not rubber. This is where this question comes in.

Allocate a certain amount of time for such fixes. Days a week.
Sometimes a couple of days a week will come out, sometimes no time will be spent. Such fixes are a normal workflow.
As for customers, also add +20% to the development time.
