What if aggregateRating is made fake?

Good day everyone,
Now I am creating a site and doing it on schema.org
There were 2 questions and I am very surprised why there is no information on this issue anywhere on the Internet.
1) What is aggregateRating, which displays 5 stars as a page rating, set by itself without real user voting? Thus, always put a 4-5 rating.

It is clear that you can also write a script on the site that every N days increases the number of votes by 1 and sets a random value according to the written algorithm in the range of 4-5 points (with a maximum score of 5, for example).
It is also possible to pretend to make a fake vote supposedly sending ajax requests.
2) How does Google decide whether or not to display stars in the search, even if schema.org with aggregateRating is on the site?
I found an example for the query "spartacus blood and sand watch online", where there are no stars in the search results, but the rating is on the site. Website kinogo.by/3576-smotret-onlayn-serial-spartak-krov-i-pesok-1-2-3-season.html

1) it works, it’s checked, you don’t even have to update the number of votes and don’t provide users with the ability to vote
2) probably no one except Google representatives can know this
